Morocco will adopt a new vision of migration policy and asylum to better integrate in its public poli- cies the new realities of migration and to implement an approach towards the issues of migration, which is comprehensive, humanist, in accordance with the interna- tional law and supported through a renovated multilateral coopera- tion.
The decision was taken on September 10, 2013 by the Royal initiative of His Majesty King Mohammed VI, after reviewing the thematic report on the situation of migrants and refugees in Morocco, presented by the National Council of Human Rights (NCHR), which is a pluralistic and independent institution, responsi- ble for promoting and monitoring

the situation of Human Rights in Morocco, at the national and regional levels. The King Mohammed VI has provided guid- ances to the Government to pro- ceed without delay to the devel- opment and the implementation of a strategy and an appropriate action plan in coordination with the NCHR and different public and NGO actors, involved in the per- spective to formulate a compre- hensive policy on immigration. eigners in irregular administrative status; the promotion of the con- dition of foreigners in regular sta- tus and the fight against traffick- ing of human beings.
It should be noted that the NCHR has recalled in its report the main changes that had occurred in recent years and now needed in Morocco, land of emigration that became a land of immigration and settlement, for a radically new asylum and immigration policy. The report quotes among other changes: the globalization and the feminization of flows, the emer- gence of complex regional and sub-regional migration systems, the diversification of the profiles of migrants and refugees and the increase of the trafficking of human beings phenomenon.
Simultaneously, and with the sup- port of the European Union, a pol- icy of control of illegal emigration has been put in place, with real successes as evidenced by the numbers of arrests and the state- ments of satisfaction from various European countries.
The latest initiative is the June 2013 signing of a joint declaration establishing a "mobility partnership" between the Kingdom of Morocco and the European Union and its Member States.
It should also be noted that while stressing the extent reached by the phenomenon of immigration in Morocco and reassuring the conti- nuity of the deep welcoming tra- ditions of the kingdom, King Mohammed VI stressed upon the fact that the diligent implementa- tion of a strategy and an appro- priate action plan under a com- prehensive policy on immigration "will endow the Kingdom with the right tools to play a prominent and an active role in the regional and international scene in terms of migration management".
